i remember when speaker pelosi had the bill to fund the iraq war. our democratic caucus wasn't in support of that. nonetheless she put a bill on the floor where we had to fund the iraq floor. she did it because it was in the best interest of the american people. at the end of the day speaker boehner who is the speaker of the whole house has to do what is in the best interest and let the will of the house take its call. he has to move forward on this. you can't put the blame on the president. we need to go back to the speaker. >> republican congressman said this of john boehner's leadership today. >> the reason that boehnjohn bo has trouble isn't a lack of leadership, it is because he lets people participate which wasn't the case in the past. >> do you think this is true and what other options does boehner have to reach a compromise with the president? >> i think he is right. whenever you had whether nancy pelosi with his caucus or speaker boehner you have a lot of cats to herd. on these issues you have cats going different ways. the speaker may say

the minority puts up their chosen leader, this time nancy pelosi. it's usually pro forma, but this time it has a real weight to it, because one of the reasons we're in this situation right now is because we're waiting for john boehner to be reelected to speaker of the house before they make a move, because only if 16 or 17 republicans don't vote for the guy, he could lose. they just want to wait. >> that's, i think, a point we've all been missing here is that after plan b's gone down, there seems to be some thinking, especially in boehner land, that we don't want our fingerprints on anything that could lead to some sort of conservative ensue su sure. >> it would be very embarra embarrassing. republicans voting for someone else or abstaining, they would have to probably shut the whole house down, have a whole meeting, drum up the votes. it would be very embarrassing and i think you're also seeing it on the senate side, mitch mcconnell is thinking, senate minority leader, if john boehner doesn't want his fingerprints on something, why do i want my fin

whether or not you like what nancy pelosi stands for, as a speaker of the house, nancy pelosi was good at her job. john boehner is not good at his job. we've ventured this as a hypothesis very early on in his speakership, i mean right from the beginning. it seemed like there might be something amiss, right? on the first day as speaker, he tried to have republicans pull off the stunt where they would read the whole constitution from the floor of the house. but even on day one, john boehner could not manage his own symbolic gesture. they skipped parts of the constitution. they skipped parts they did not like. and some parts they skipped because they were reading it out of a loose leaf binder and the pages stuck together. right then we should have known that was a bad sign. john boehner did not even succeed in getting all of his members sworn in when he took over as speaker. two new republican members of congress went to a reception and missed the swearing in. they apparently saw it happening on a tv screen that was playing at the reception, and they sort of tried to swear themselves in b

you can't do it because you have all the democrats and nancy pelosi can whip her caucus, she maas lie one or two, and then you need about 30 republicans, but boehner -- >> arguing the senate bill is more partisbipartisan. >> it means only 2% of people would pay the 39% tax rate on everything above 250, right? but you reason he won't even try to pass that bill, is because he doesn't want the optics with the bill being passed with mostly democrats. bainers wants it a majority of the majorities, that that will be mostly republicans passing it. that's impossible, because republicans, you can't even get 10 or 20 of them to agree on anything they think is a tax hike. so you have a stalemate of boehner's over design. >>> ryan, to you, please responds to what joann said. a year ago, did you think -- yeah, we knew this was going to happen, did you think it would be this situation just days before the new years? if so are we going to have another fiscal cliff or a bunch that come to fruition here where we never see really a solution? >> well, it was very clear from the time that the super commi

and here's where nancy pelosi comes in. if you've got about 30 republicans, it could actually pass. >> good afternoon, everyone. i've been working with leaders to try to forge an agreement to grow our economy and shrink the deficit. a balanced plan that would cut spending a responsible way, but also ask the wealthiest americans to pay a little more and protect the middle class and everyone striving to get into the middle class. i still want to get this cone. it's the right thing for our families. but the hour for immediate action is here. it is now. we're now at the point where in just four days, every american's tax rates are scheduled to go up by law. every american's paycheck will get considerably smaller. and that would be the wrong thing to do. it would be bad for middle class families and bad for businesses that depend on family spending. forchew nat ew fortunately, con can prevent it from happening. i just had a good discussion about how to prevent this tax hike on the middle class. and i'm optimistic we may still be

i think nancy pelosi actually comes out of this with a little bit more leverage, because it's clear that any deal that gets done is going to need democratic support. and as we know, she has been a far more effective leader than john boehner has. >> sure. moments ago, the president and his family left for hawaii on board air force one. what does this look like to the american people? i know the senate is gone and the house is gone. here goes the president to hawaii. i mean, where is the sense of urgency here? and i blame all lawmakers for this. >> i agree with you, ed. i mean, i think the optics of this is really disturbing. if you are sitting at home, and you're telling yourself, okay, i'm not quite sure what is going to happen with my tax rates and for next year. so how much am i going to spend now on christmas? how much am i getting back? those kinds of questions, that kind of uncertainty, what is going to happen with payroll taxes, what is going to happen with unemployment. and you see everybody kind of just leaving town, great that they're willing to come back next week, but you know
